Job Description/Responsibility
- Will monitor and analyze the financial performance and operations, overseeing budget reconciliation, forecasting, and financial compliance.
- Will act as secondary budget authority for the Leader Award.
- Will lead the administration of subgrants to consortium partners and design and manage grants policies and protocols, including the Grants Manual.
- Provide analytical/financial support the DCOP.
- Provide creative insight into processes with an eye to improving efficiency, transparency, and cross-portfolio collaboration.
- Review and approve invoices, expense reimbursements, advance requests, payment requests, PMU expenses, and recode requests.
- Work in close collaboration with the Director of Business & Operations and Initiatives, regional teams, and business development to ensure organization-wide compliance.
- Support the start-up and close-out phases of associate awards, including tasks such as close tracking of project budgets, coordinating with accounting on financial reports, managing expenses and accruals, and managing inventory disposal.
- The F&O Manager will support onboarding of AA staff. The Finance & Operations Manager will manage the subgrants team.
- Travel may be periodically required within the US and internationally.

Education Requirements
- Bachelor/ Honors(Bachelor Degree in any Discipline) completed.
Additional Academic Requirements
- Relevant university degree or equivalent lived/professional experience required
Experience Requirements
Minimum 7 years of experience is required.
Additional Experience Requirements
- At least 7 years' experience with non-profit project and portfolio management
Skills Requirements
- Previous experience overseeing finance and compliance on USAID-funded programs
- Experience with grants, contracts, subgrants, and subcontracts
- Experience working directly with subgrantees; ability to explain complex financial and compliance requirements
- Skilled in financial analysis, accounting, bookkeeping, and financial management
- Demonstrated budget development experience
- Understanding of direct and indirect costs, labor allocations, overhead costs and NICRA structures
- Demonstrated ability to think creatively and propose solutions, templates, formats, etc., to improve efficiency, effectiveness, and collaboration
- Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate
- Excellent communication skills: speaking, writing, and listening
- Proven analytical and problem-solving ability
- Proven ability to work both independently and as an effective team member
- Proficiency in MS Office, Airtable, and/or other project management software
